Joint Secretary, Ministry of Civil Aviation
Amber Dubey served as Joint Secretary in the Ministry of Civil Aviation from September 2019 to September 2022 via a lateral-entry appointment. During his tenure he handled portfolios including unmanned aircraft systems and drone policy, MRO and aerospace manufacturing, flying-training organisations, civil-aviation skilling, and the National Aviation University (where he also served as acting Vice-Chancellor). An IIT Bombay and IIM Ahmedabad alumnus, he earlier led KPMG India’s aerospace & defence practice, where his team worked with the ministry on the National Civil Aviation Policy (2016), the sector’s long-term “Vision 2040”, and elements of the UDAN Regional Connectivity Scheme. Since leaving government in 2022, he has continued to advise industry on aviation policy and strategy.
We designed the drone PLI scheme by talking less and listening more to startups. With simplified rules and special incentives, we gave this sunrise sector the wings to take off. That three-year push laid the foundation for India’s ambition to become a global drone hub by 2030.
